BACKGROUND AND INTRODUCTION TO TBI:

MAIN RESPONSIBILITIES AND TASKS :

The incumbent will support TBI’s technical assistance to the President of Faso’s vision for human capital development. He/she will work closely with his/her counterparts in the Human Capital Development Project Team and the President’s Office to carry out the human capital development program, particularly in areas related to future human capital development.

In this capacity he/she will be responsible for:

–        Support the Burkina Faso Human Capital Development (HCD) project team to identify and implement innovations that will focus on skills development for women and youth, job creation, employee productivity, identification and development of talent and rising stars, and effective leveraging of the Burkina Faso diaspora;

–        Support the design and deployment of a cross-functional team approach to coordination, implementation, problem solving and reporting across key ministries, agencies and government partners responsible for implementing the national human development program;

–        Support the deployment of a standardized measurement mechanism of the level of human capital development within government ministries and agencies, as well as private entities, among others – with the ultimate goal of stimulating and boosting the level of employee performance;

–        Advise the government on the design and use of data systems for informed decision making, including supporting the development and ongoing use of automated dashboards and data tools;

–        Support the development and implementation of an effective implementation monitoring and performance management system for implementers;

–        Support the DCH project team in its efforts to increase investment in DCH and build successful partnerships;

–        Support strong working relationships between the center of government, departments and agencies, and partners in the area of human capital development;

–        Perform other duties and/or tasks as may be assigned by the supervisor based on project objectives and/or in response to a crisis or emergency situation.

 

PROFILE

·       Master’s degree in public administration, public policy, education, business, international development or related fields;

·       At least 4 years of professional experience implementing innovative programs and policies in areas related to women’s and youth skills development, job creation and workforce performance improvement;

·       Ability to work independently, think strategically, and translate strategies into implementation plans on the ground, with attention to detail;

·       Have relevant experience in the digital economy, technology for improved service delivery, and/or seeding innovations (for the public or private sector) is highly desirable;

·       Experience in the design and implementation of programs to promote human capital development in Africa is highly desirable;

·       Experience living and working in developing countries is desirable;

·       Ability to liaise with partner governments, external agencies, organizations and key stakeholders to meet the requirements of the office, and TBI in particular;

·       Willingness and ability to mentor, coach and build capacity of national counterparts;

·       Excellent analytical, organizational, communication and management skills;

·       Strong ethics, discretion and perseverance; Excellent interpersonal skills and ability to work in a team environment;

·       Ability to achieve results in complex and challenging environments;

·       Fluency in French and English is required; local languages of Burkina Faso (Moore, Dioula, etc.) are an asset.
