The incumbent will support TBI’s technical assistance to the President of Faso’s vision for human capital development. He/she will work closely with his/her counterparts in the Human Capital Development Project Team and the President’s Office to carry out the human capital development program, particularly in areas related to future human capital development.

In this capacity he/she will be responsible for:

  • Support the Burkina Faso Human Capital Development Project team to innovatively support Burkina Faso’s progress towards universal health coverage, demographic transition, and food and nutrition security;
  • Identify and deploy innovations that will improve teacher qualifications, teaching quality, and learning outcomes for children and youth from preschool through higher education, with a focus on primary and secondary schools and vocational training;
  • Support the design and deployment of a cross-functional team approach to coordination, implementation, problem solving, and reporting across key ministries, agencies, and government partners responsible for implementation;
  • Advise the government on the design and use of data systems for informed decision making, including support for the development and ongoing use of automated dashboards and data tools;
  •   Support the development and implementation of an effective implementation monitoring and performance management system for implementers;
  • Support the DCH project team in its efforts to increase investment in DCH and build successful partnerships;
  • Support strong working relationships between the center of government, departments and agencies, and partners in the field of sustainable development;
  • Perform other duties and/or tasks as may be assigned by the supervisor based on project objectives and/or in response to a crisis or emergency situation.


Have a master’s degree in public administration, public policy, education, public health, business, international development, data science or related fields;
Have at least 4 years of experience working on innovative program and policy delivery, in areas related to health, population, nutrition, and education;
Ability to work independently, think strategically, and translate strategies into field implementation plans, with attention to detail;
Have relevant experience in the digital economy, technology for improved service delivery, and/or seeding innovations (for the public or private sector) is highly desirable;
Experience in the design and implementation of programs to promote human capital development in Africa is highly desirable;
Experience living and working in developing countries is desirable;
Ability to liaise with partner governments, external agencies, organizations and key stakeholders to meet the requirements of the office, and TBI in particular;
Willingness and ability to mentor, coach and build capacity of national counterparts;
Excellent analytical, organizational, communication and management skills;
Strong ethics, discretion and perseverance; Excellent interpersonal skills and ability to work in a team environment;
Ability to achieve results in complex and challenging environments;
Fluency in French and English is required; local languages of Burkina Faso (Moore, Dioula, etc.) are an asset.
